     PROJECT MODERN AND EFECTIVE ADMINISTRATION IN DVE MOGILI MUNICIPALITY

     This Project is being implemented with the financial support of Administrative Capacity Operational Programme, co-funded by the European Social Fund

     Priority Axis III "Quality Administrative Services and Development of Electronic Governance"

     Sub-priority 3.1. "Improving Services to Citizens and Business, Development of Electronic Governance Included"

     From 30 October 2008 started the call for proposals under Administrative Capacity Operational Programme, Priority Axis ІІІ Quality Administrative Services and Development of Electronic Governance.

     48 proposals, out of 154 submitted under Sub-priority 3.1, have been approved, one of them being project A 09-31-38 /30.01.2009 "Modern and Effective Administration in the Municipality of Dve Mogili".

     Total project budget is EUR 164,115. Project implementation commenced on 12 June 2009.

     General Objective:
     Development and improvement of administrative services in the Municipality of Dve Mogili.

     Specific Goals:

  1. Building a more efficient organisation of the work in the municipal administration and optimising the processes of provision of administrative services.
  2. Adapting modern administrative practices, electronic services provision included.
  3. Developing and improving communication and feedback mechanisms with customers.

     Target Group(s)
     Municipal administration in the administrative centre of Dve Mogili, the administrations in the mayoralties, citizens, business, and other administrations.

     The Project Consists of the Following Activities:

  1. Analysis of the current situation of administrative services and processes in the Municipality of Dve Mogili and their conformity with the legislation in force.
  2. Updating the Internal Rules for Provision of Administrative Services and the related processes.
  3. Study and adaptation of best practices from other EU member states in the provision of electronic services to citizens and business.
  4. Design of electronic public registers.
  5. Upgrading the Administrative Information System and bringing it in accordance with the Electronic Governance Act.
  6. Updating, modernizing, and integrating the municipal website to provide better services to citizens and business.
  7. Information campaign to popularise the modern administrative services provided by the Municipality of Dve Mogili.
  8. Audit.
  9. Information and publicity activities.

     Expected Results:

  • Analysed status of administrative services.
  • Selected services to be provided online.
  • Analysed functioning Internal Rules for Provision of Administrative Services and their compatibility with the legislation in force, the Electronic Governance Act in particular.
  • Designed Internal Procedures for optimised provision of administrative services in the Municipality of Dve Mogili, including online provision.
  • Designed operational charts of the administrative services provided.
  • Delivered training to twenty-five (25) municipal administration staff on the Electronic Governance Act.
  • Implemented study-tour by ten (10) staff of the Municipality of Dve Mogili to 2 EU Member States with the purpose of learning from best practices in the provision of electronic administrative services.
  • Three (3) best practices adapted to the provision of administrative services in Dve Mogili.
  • Designed Civic Status, Municipal Property and Administrative Services registers.
  • The above mentioned registers have been integrated into the municipal information system.
  • Analysed technological opportunities and securities in the municipality, with an emphasis on the possibilities for technological linkages between the mayoralties and the administrative centre.
  • Upgraded modules of the existing administrative information system.
  • Functioning integrated electronic filing system in the mayoralties and in the administrative centre.
  • Developed mechanism for electronic submission of documents for receipt of administrative services.
  • Delivered training to twenty-five (25) staff from the administrative centre and the mayoralties on how to work with the administrative information system.
  • Upgraded service of the on-stop-shop in the administrative centre.
  • Updated website of the Municipality of Dve Mogili in line with the unified vision of the Bulgarian civil service.
  • Developed feedback mechanism for the customers of administrative services via the municipal web page.
  • A series of public events carried out with the purpose of advertising administrative services in the municipality.
  • Published and disseminated leaflet.
  • Disseminated and analysed questionnaires addressed to the customers from the administrative services.
  • Audited project.
  • Informed citizens (some 2 500 people) on project content and the opportunities it will provide for them in the municipality.

     Project implementation should expire by 12 December 2010.
