PROJECT "LEARNING WHILE WORKING"
CONTRACT № 10-25-12/17.02.2012

PROJECT GOAL:

To improve the capacity of the administration of Dve Mogili Municipality through using the experience and good practices of other EU member-states (Italy) in the field of human resources in state administration.

PROJECT OBJECTIVES:

  • Efficient management of human recourses in the municipal administration through implementing good practices, applied by the Employment Agency of the Liguria Region in Italy;
  • Creating tools for recruitment of people with disabilities for working in the administration, including organization of internships in the administration for people with disabilities and other vulnerable groups;
  • Creating premises for facilitating and encouraging the mobility between different administrations on one hand, and tendencies for employee exchange with the business, on the other;
  • Developing a strategy for human resources development with an emphasis on education, motivation and planned continuity. Practices for recruiting qualified staff to work in remote rural areas
  • Setting up a virtual centre for mutual aid;
  • Improving human rights protection for the employees in view of implementing the Convention on labour relations in the public service (Convention 151 on protecting the right of organizing and the rules for determining the terms for employment in the public service sector. This Convention was adopted on 27.06.1978 by the General Conference of the International Labour Organization (ILO) at its 64th session and came into force on 25.02.1981, according to Art. 11).

ACTIVITIES PLANNED:

Activity 1
Organisation of the implementation, running and reporting on the project.

Activity 2
Baseline score of the condition of human resources in the municipal administration of Dve Mogili.

Activity 3
Study trip to The Employment agency in Liguria, Italy

Activity 4
Тransfer of good practices observed at the partner’s premises.

Activity 5
Round table – discussion with potential candidates from the vulnerable groups for working at the municipal administration.

Setting up a virtual centre for mutual aid – developing a concept and a model for establishing an European network of local government employees

TARGET GROUPS:

  • Employees of the Municipal administration in Dve Mogili; employee CHR, secretary general, directors of Directorates, heads of departments;
  • The Mayor in his/her capacity as an employment body under the Public Service Employees Act and an employer under the Labour Code;
  • Dve Mogili Municipal Council in its capacity as a collective body, responsible for the adoption of strategic documents and the municipal budget;
  • Employees of the partner administration from the Employment Agency in Liguria (Italy);
  • Employees from other administrations.

ESTIMATED OUTCOMES:

Improved efficiency of human recourses management in the municipal administration of Dve Mogili:

  • Good practices of the Employment Agency in Italy in management of human resources, investigated and implemented by Dve Mogili Municipality;
  • Strategy for human resources management worked out;
  • Tools created for recruitment of vulnerable groups to work in the administration;
  • Communication methods for recruitment of potential candidates from vulnerable groups to work in the municipal administration created;
  • Conditions created for improving the efficiency of human recourses management in other administrations as well by sharing project experience;
  • A model of a virtual centre for mutual aid set up and tested; a concept developed and a model for establishing a European network of local government employees tested.
